Freda Rose Hannah Barr Martens was born in Maryborough, Queensland, Australia to James Craig and Edith Bartlett- Barr. Martens emigrated to the United States in 1951 and became a naturalized citizen in 1954. Freda Martens received her teaching certification from Bishop Otter College at the University of Reading in 1942 and a diploma in geography from the University of London in 1946. She attended Oxford and later went on to receive an A.B. from Vassar College, and a masters form Columbia University in 1956. In addition, Martens received a doctoral degree form Harvard University in 1966. During the period of 1942-1949 Martens taught at various schools in England. She was the director of the Research Association at the State University of New York at Albany in 1966-1967 and was also in charge of instructional research at Dutchess County Community College in Poughkeepsie, New York. Martens was a scholar of and advocate for higher education as displayed through her publications.

Freda Martens was involved with educational and political organizations including the Association for Higher Education , League of Women Voters, Democratic Party, and others. She married Richard G. Martens in 1950 and had one daughter, Jessica.

The papers of Freda R. H. Martens include her reports and papers about higher education in California and New York. Her writings are usually about community colleges, but also include the state university system. Her thesis from Harvard University is also included in the collection as is the Final Report on the Governor's Task Force on Higher Education from New York State. This report was not written by Martens.
